The storm has resulted in the deaths of at least 32 people, 26 in North Carolina, according to Gov. Roy Cooper.

President Trump said nearly 20,000 military personnel and federal workers were deployed to help with the aftermath of the storm, The Associated Press reported.

When the woman said that only their windows vibrated during that killer storm, Trump told them to "have a good time".

Wilmington, population 120,000, was still mostly an island surrounded by floodwaters, and people waited for hours on Tuesday (Wednesdasy NZT) for handouts of food, water and tarps. "All of the folks from the federal government that are around the table are confirming it".

Observers were quick to note one possible explanation for the president's interest in the area: a Trump National Golf Club is located on the shores of Lake Norman.

The president made similar comments past year while addressing victims of Hurricane Maria in Puerto Rico, a storm over which Trump continues to face criticism in terms of his response.

"Have a good time" seems to be Trump's hurricane catchphrase.

Cooper said he believed there were plans for President Donald Trump to visit today, though he noted that such plans can be fluid; the governor also said he would meet with the president during the visit. That's four times its normal height.

"How's the house?" Trump was heard asking one person as he distributed plastic foam containers of food, including hot dogs, chips and fruit.

Mindful of the recurring criticism, Trump defended his administration's response to Florence on Tuesday, predicting Democrats will eventually look to slam the efforts for political reasons.

Whether Trump was joking or simply pointing out a bit of silver lining, the interaction prompted some to question the president's empathy for the many Carolinians whose homes and possessions were destroyed in Florence - the latest in a string of his responses to natural disasters to be criticized.
