US President Donald Trump unleashed a tirade against his former secretary of state, Rex Tillerson, in a tweet Friday afternoon, calling him "dumb as a rock" and "lazy as hell", all while praising Tillerson's successor, Mike Pompeo.

But he declined to do so, he said, during a rare public appearance in Houston, according to reports in local media. Tillerson went on to call Trump a "pretty undisciplined" man who "doesn't like to read" and "doesn't like to get into the details of ... things".

"We did not have a common values system", Tillerson said.

Tillerson "didn't have the mental capacity needed", the president wrote on Twitter, saying Tillerson didn't measure up to current Secretary of State Mike Pompeo.

'I'd say here's what we can do. "It violates the law".

Tillerson, 66, was sacked from the White House in March after rumors of a rift between him and Trump had been circulating for some time.

Tillerson In First Public Appearance Says Trump 'Undisciplined,' 'Doesn't Read'

Tillerson went on to explain that he would then tell the president what he could do - and that he and the administration "can go back to Congress and get this law changed", he added. "I think he grew exhausted of me being the guy who told him, 'You can't do that'".

The president, needless to say, took it a different way. "Now it is a whole new ballgame, great spirit at State!", Trump tweeted. "And if that's what you want to do, there's nothing wrong with that.' I told him, 'I'm ready to go up there and fight the fight, if that's what you want to do'".

Perhaps the most damning quote came when Tillerson talked about how Trump as president regularly attempted to do things that violated the law.

Tillerson and Trump also clashed over the country's approach to dealing with North Korea.

"Save your energy Rex, we'll do what has to be done!" the president tweeted.

While in office, Tillerson reportedly called the president a "moron" after a particularly frustrating meeting at the Pentagon - something he repeatedly was asked about and never outright denied, saying instead he was "not going to dignify the question" and dismissing it as "petty nonsense".

In his remarks in Houston on Thursday, Mr Tillerson did not offer any specific examples of the Trump directives he deemed illegal.
